Dice brisket and roast in oven at 400F until lightly browned.
Add herbs, onions and water.
Continue to roast until meat is cooked and onions are browned.
Assembly
In large soup pot bring stock to a boil.
Add tomatoes and barley, bring back to boil.
Add carrots and boil 20-30 minutes.
Add cabbage and boil until tender.
Add meat mixture.
Finish
Add salt to taste
Turn down to medium low and hold until ready to serve.
Garnish with parsley.
